India’s Home Minister Amit Shah on 30 June formally unveiled the country’s first fully electronic Overseas Citizen of India (e-OCI) card alongside a revamp of the Foreign Contribution Regulation Act (FCRA) compliance portal. More than five million OCI holders—many of them senior executives and long-term expatriates—will now be able to apply, download and carry a digitally signed OCI card on their smartphone, eliminating the cumbersome booklet that previously had to be re-issued each time the holder obtained a new passport after the age of 20. The e-OCI system is integrated with India’s immigration and passport databases, allowing airport officers to verify status in real time. Existing card-holders simply update their new-passport details online, while new applicants can complete the end-to-end process—including fee payment, document upload and digital signature—without visiting a consulate.
