Ireland assumes EU Council Presidency with migration and security high on agenda
From today, 1 July 2026, Ireland takes over the rotating six-month Presidency of the Council of the European Union for the first time since 2013. Under the Gaelic-language motto “Ní neart go cur le chéile – Strength with unity”, Dublin’s programme sets three pillars: competitiveness, common values and security. For global mobility professionals the security pillar is the most consequential. The Presidency has pledged to drive the practical implementation of the newly-approved EU Pact on Migration and Asylum, accelerate work on digital border management (including Entry/Exit System readiness testing for carriers that fly to the Schengen Area) and strengthen police co-operation against organised immigration crime. Ireland’s Department of Justice, Home Affairs & Migration will chair every Justice and Home Affairs Council meeting from now until 31 December, giving it agenda-setting power over files ranging from return procedures to the long-delayed revision of the Blue Card rules for highly-skilled workers. Business stakeholders can expect a busy calendar.

Against this backdrop, companies and travellers who need practical help cutting through visa formalities can lean on VisaHQ. Through its dedicated Ireland page (https://www.visahq.com/ireland/), the agency provides up-to-date guidance on Schengen and Irish entry rules, document pre-checks and courier services, ensuring mobility teams stay compliant even as the Presidency accelerates regulatory change.

Informal ministerial meetings on competitiveness (9-10 July), employment (5-6 July) and justice/home affairs (16-17 July) will all take place in Ireland, offering lobbying opportunities on labour mobility and skills shortages. The Presidency has also promised to advance negotiations on the proposed digitalisation of residence permits and to seek Council conclusions on corporate-sponsored talent partnerships with third-country universities. Ireland’s stewardship comes at a delicate time domestically: asylum applications rose to 13,400 in 2025 and a new International Protection Act only entered into force last month. Officials say the Presidency will help “showcase Ireland’s balanced, rules-based approach” and secure EU support for managing pressures on accommodation and processing capacity. Multinationals that base EMEA operations in Ireland should therefore monitor Presidency briefings closely—the country’s priorities will shape both EU-wide law and the national transposition timetable that follows. In practical terms, mobility teams should prepare for occasional travel disruption—especially in Dublin and Cork—linked to Presidency events. However, the overriding message from government is that Ireland intends to put the EU’s new migration architecture on a fast-track, potentially delivering a more predictable, digitised system for employers within the next two years.
