The Commissioner acknowledged that Austria and eight other Schengen members have repeatedly renewed the controls for security reasons, but insisted that “the time is right to return to a fully functioning Schengen area.” He suggested replacing fixed checkpoints with mobile police patrols in the hinterland, a model the European Commission has encouraged since issuing opinions on internal controls last month.
