The Austrian Foreign Ministry (BMEIA) has refreshed its travel advice for Cuba, keeping the risk rating at level 3 but adding tougher language on medical cover. As of 9 July 2026 officials again remind Austrian citizens and residents that Cuban border guards routinely refuse entry to passengers whose policies do not spell out cover for the entire island and for medical evacuation. Travellers are now explicitly urged to carry an English or Spanish confirmation from the insurer; Austrian statutory health insurance cards and many U.S.-issued policies are still not accepted. The update also links the stricter insurance requirement to Cuba’s chronic fuel crisis and hurricane season. With petrol scarce, ambulances often fail to reach accident sites and parts of the public health system operate on reduced power. A comprehensive private policy that includes costly air evacuation to Mexico or Florida is therefore described as “indispensable”. Business travellers have already reported delays in reaching industrial parks around Havana and Santiago because diesel rationing has reduced the availability of taxis and rental cars. Austrian tour operators say the reminder comes at the start of the peak travel period. Companies sending technicians or managers on short assignments are advised to re-check that their corporate travel insurance is recognised by Cuban authorities and to book hotels with on-site generators. They should also build in extra travel time because inter-provincial buses are frequently cancelled when fuel deliveries fail to arrive. For global mobility teams the message is clear: entry compliance in Cuba now hinges on paperwork that convincingly demonstrates the scope of cover. HR managers should brief travellers to carry printouts of policy details and to keep receipts, as cashless billing rarely works. Firms with expatriate staff on the island should audit existing insurance contracts for medical evacuation clauses and consider supplementary cover that includes medical escorts and guaranteed payment facilities.
