O*NET Reclassifies Computer Systems Analysts to Job Zone 4, Easing H-1B Specialty-Occupation Arguments
In a change quietly released in the July 2026–June 2027 O*NET data series, the Department of Labor upgraded the Standard Occupational Classification (SOC) for Computer Systems Analysts (15-1211.00) from Job Zone 3 to Job Zone 4. The shift, first analyzed in a July 13 Greenberg Traurig client alert, aligns the occupation with roles that normally require a bachelor’s degree and “considerable preparation,” carrying a Specific Vocational Preparation (SVP) range of 7.0–< 8.0. For immigration practitioners, the reclassification strengthens the evidentiary footing for H-1B petitions that list Computer Systems Analyst as the offered role. USCIS has often cited the former Job Zone 3 designation—implying less-than-bachelor’s-level preparation—to question specialty-occupation eligibility and issue Requests for Evidence. Going forward, petitioners can point to the Job Zone 4 baseline as third-party confirmation that a degree is normally required. The change also affects prevailing-wage determinations in PERM labor-certification cases. Because wage levels are partly indexed to how far an employer’s requirements exceed O*NET norms, aligning the position with Job Zone 4 may moderate some Level III or IV wage assignments that previously surprised technology employers. Action items: employers with pending H-1B RFEs referencing the old Job Zone should supplement the record with the new O*NET printout; PERM filers might consider re-requesting prevailing wages if earlier determinations relied on the superseded data. HR information systems should update occupation libraries to ensure consistency in future filings. The upgrade also signals the Department of Labor’s broader effort to refresh IT occupation profiles in step with industry expectations, hinting that additional reclassifications (e.g., for data scientists and cybersecurity analysts) could follow in the next cycle.
