Hot on the heels of its technical approval, Nicosia now wants the EU Council to grant Cyprus full Schengen membership before the February 2028 presidential election—and preferably within the next 18 months. A 20 July analysis by Kathimerini Cyprus argues that the timetable is ambitious given unresolved issues along the Green Line and within the UK-controlled Sovereign Base Areas. Cyprus has completed 120 recommendations spanning IT systems, visa policy, police co-operation and airport security. Yet unanimous support from all 27 member states is required, and diplomats in Brussels say Austria and the Netherlands still have concerns that irregular migrants could use Cyprus as a back door into the zone. Previous applicants—Croatia, Romania and Bulgaria—took three to thirteen years to clear the political stage. The analysis notes that President Christodoulides is leveraging Schengen to bolster his pro-EU credentials, reversing earlier administrations that treated membership as too sensitive while the island remains divided. Turkish Cypriot leaders have warned that accession could harden the de facto border, while Turkey may lobby sympathetic EU governments to delay a vote. At the same time, Brussels insiders acknowledge that Cyprus has no external land borders—a factor that worked in Croatia’s favour when it joined in 2023. For mobility stakeholders, the timeline matters: until political accession is secured, Cyprus cannot issue Schengen-standard visas or residence permits, and travellers from the island will still face ID checks at European airports. Corporations planning regional projects should therefore scenario-plan for a late-2027 or early-2028 start date at the earliest.
