Canada Tightens Ebola-Linked Border Measures for Travellers from Central Africa
The Public Health Agency of Canada updated multiple travel advisories on July 22 to reflect stricter entry protocols for anyone who has recently visited the Democratic Republic of the Congo (DRC), Uganda, South Sudan or neighbouring states amid an ongoing Ebola outbreak. Foreign nationals who have been in these countries within 21 days are barred from boarding flights to Canada, while Canadian citizens and permanent residents must undergo a mandatory 21-day quarantine and daily health monitoring upon arrival. The updated guidance appears on destination pages for the DRC, Uganda, South Sudan and Rwanda, and coincides with Transport Canada directives to airlines to conduct fit-to-fly screenings. The measures will remain in force at least until August 29 2026 and may be extended if case numbers rise. Business travellers and project teams with operations in Central Africa should revisit travel schedules and remote-work contingencies. Multinationals in the mining, energy and NGO sectors are advising Canadian staff to exit high-risk zones before August to avoid lengthy quarantines that could delay return-to-work dates domestically. Insurers are also reassessing medical-evacuation coverage and corporate duty-of-care obligations. Although no Ebola cases have been reported in Canada, Ottawa is applying a precautionary approach similar to 2014 and 2019 outbreaks. Companies are urged to maintain up-to-date contact lists and ensure travellers can produce proof of departure dates from affected regions when entering Canada. Failure to comply with quarantine orders can attract fines up to $500,000 under the Quarantine Act.
