The draw completes a rapid three-day cluster that also included a Provincial Nominee Program (PNP) round on July 20 and a Canadian Experience Class (CEC) draw on July 21. July now stands as the busiest Express Entry month of 2026, with 15,545 Invitations to Apply (ITAs) across seven draws. The French-language category alone has generated 40,500 ITAs so far this year, underscoring Ottawa’s strategy to boost Francophone immigration outside Quebec. For employers, the lower CRS threshold expands the pool of bilingual talent eligible for permanent residence, particularly in sectors such as technology and healthcare where demand outstrips supply. Companies with operations in both English- and French-speaking markets can leverage the draw to convert temporary foreign workers to permanent staff, improving retention and reducing LMIA dependence. Prospective applicants should note that the tie-breaking rule favoured profiles submitted before November 19 2025, signalling that early profile submission remains advantageous despite periodic draw pauses. Candidates hovering in the high-300s CRS range may benefit from upgrading French test scores (TEF Canada or TCF Canada) or seeking a PNP nomination to gain an extra 600 points. IRCC’s bi-weekly “cluster” pattern—PNP, CEC, French—appears entrenched, allowing consultants and HR teams to anticipate draw timing through the remainder of the summer. With the next Levels Plan due this fall, observers expect the French category to retain a prominent share of invitations as Ottawa aims for 8 percent Francophone admissions by 2028.
