The aggressive push follows President Trump’s public reversal of a brief DHS moratorium on traffic stops after two fatal shootings of unarmed immigrants this month. Civil-rights groups note that only 32 % of current detainees have criminal convictions, while 40 % face civil immigration charges only. DHS counters that the operation is “delivering on the President’s promise to arrest and deport murderers, rapists and other criminals.” For employers, the collateral risk of worksite raids may rise; agents sometimes pivot from traffic intelligence to job-site leads. Companies with mixed-status workforces should refresh I-9 audit protocols and crisis-communication plans. Mobility managers moving staff through high-enforcement jurisdictions—including Maine and Minnesota where recent shootings occurred—should advise foreign workers to carry proof of status at all times. Legal challenges are already mounting. A Maine federal judge on July 20 barred ICE from deporting a key shooting witness, and House Democrats have scheduled oversight hearings on body-camera gaps. If litigation forces DHS to scale back traffic stops, arrest numbers could whipsaw again, complicating workforce planning.
