Brazilian international travellers arriving by air will soon clear customs more quickly thanks to Portaria Coana No. 203/2026, published on 27 July 2026 by the Federal Revenue’s Customs Administration Coordination Office (COANA). The ordinance creates an automatic registration and release process for the Electronic Declaration of Travellers’ Goods (e-DBV) in the air modality. Under the new rule, passengers who submit their e-DBV through the Receita Federal mobile App or website before landing will have the declaration automatically accepted if no risk indicators are triggered. The system cross-checks the declaration against advance passenger information, airline manifests and the Integrated Foreign Trade System (Siscomex). If nothing suspicious is found, the traveller can exit through the “green channel” without seeing a customs officer, cutting processing times from several minutes to a matter of seconds. COANA says the measure is part of Brazil’s Single Window for International Trade and aligns the country with WCO best practices for “smart borders.” Airlines and airports have welcomed the change, noting that shorter queues will improve on-time performance and customer satisfaction ahead of the peak southern-summer travel season. Multinational companies that fly staff into hubs such as São Paulo/Guarulhos and Rio de Janeiro/Galeão expect fewer delays at crew and VIP channels as a result. Travellers should still keep digital copies of their e-DBV receipt and be prepared for spot checks: the ordinance allows officers to pull passengers for secondary inspection at random or when risk engines flag inconsistencies. Declarations that involve restricted items (for example, drones, pharmaceuticals or large amounts of cash) will continue to require manual review. The Receita Federal has given airports 60 days to adapt signage and IT interfaces before full rollout, meaning the automatic clearance should be live by late September 2026.
