By accelerating fiscal certainty, Ottawa hopes to shorten corporate decision cycles and nudge firms to pick Canada over U.S. sites luring investment with the CHIPS Act and Inflation Reduction Act incentives. Provincial premiers used side meetings to hawk new talent-attraction tools—from expedited provincial nominee streams for STEM workers in Saskatchewan to Quebec’s enhanced tax credit for foreign specialists. Consultants attending the summit say companies are already modelling assignment costs based on the assumption that a rapid CRA ruling will translate into parallel labour-market impact assessments and work-permit approvals. The upshot for corporate mobility teams: keep an eye on summit follow-through.
