A little-known policy that since 2019 allowed certain refugees in Canada to sponsor undeclared family members has expired, Immigration, Refugees and Citizenship Canada (IRCC) confirmed on September 14. The department says the exemption ended on September 10 after officials raised unspecified “potential integrity concerns.” Roughly 2,000 applications had been made under the measure, with a 90 % approval rate. The policy was created to address cases where refugees—often fleeing war zones—failed to list newborn children, same-sex partners or de facto spouses on their original paperwork. Advocates argue that without the exemption, affected families must rely on humanitarian and compassionate applications, a back-door process carrying wait times of “more than 10 years,” according to IRCC’s own portal. Legal scholars warn that the lapse will prolong family separation and could push desperate newcomers to seek informal channels, increasing exploitation risks. University of Ottawa professor Jamie Liew calls the rationale “extremely vague,” noting the government has not shared evidence of misuse. The Canadian Council for Refugees has written to Immigration Minister Lena Metlege Diab urging immediate reinstatement. From a corporate-mobility perspective, the change complicates HR planning for employers hiring or relocating protected persons and refugee claimants. Without a clear pathway for spouse and child sponsorship, retention may suffer as workers weigh onward migration to jurisdictions with swifter reunification rules. Organisations should review affected employee populations and be prepared to support pro-bono or subsidised legal filings while waiting for new guidance.
