On 15 September 2026 Finnish Customs opened the final stage of an investigation into two Eastern-Finnish companies suspected of smuggling nearly €6 million worth of industrial equipment to Russia in defiance of EU sanctions. The exports— hydraulic pumps, motors and specialised valves— were declared as shipments to Kazakhstan and Turkey but ultimately ended up across the Russian border. According to lead investigator Sanna Kuparinen, the goods were shipped between 2022 and 2023, after the EU’s 10 July 2022 deadline that banned such dual-use items. Two company executives face charges of aggravated regulation violation, an offence carrying a maximum five-year prison sentence. One of the suspects is already embroiled in four other export-control cases pending before the South-Karelia District Court. The case highlights the growing enforcement muscle of Finnish authorities since Helsinki tightened its Export Control Act earlier this year, introducing higher fines and extended confiscation powers. Companies found guilty risk losing AEO status and export licences, which could cripple supply chains that rely on just-in-time deliveries through Finland’s eastern road crossings. Global-mobility and trade-compliance teams should note that Customs is now cross-checking export declarations against digital transport-tracking data and will share red-flag information with freight forwarders and banks. Assignments involving engineers or service personnel in sensitive industries may face heightened scrutiny over end-user certificates and travel itineraries. The investigation will be handed to the Eastern Finland Prosecutor’s Office by year-end. Customs emphasises that the crackdown is part of a coordinated Nordic-Baltic effort to plug sanction-evasion gaps along the EU’s external borders.
