Finland’s Minister for Foreign Trade and Development Ville Tavio travelled to Tallinn on 16 September 2026 for meetings with Estonian Economy Minister Erkki Keldo, Finnish-Estonian Chamber of Commerce members and start-up leaders at the Tehnopol innovation campus. High on the agenda was the €6-billion Rail Baltica project, which will connect Tallinn to Warsaw in under four hours once completed and ultimately link to a future under-sea tunnel to Helsinki. For Finnish exporters and mobility managers, Rail Baltica promises faster, greener door-to-door times compared with current ferry-truck combinations. The ministers reviewed progress on border-crossing formalities, including plans for a joint Schengen pre-clearance facility that would allow passengers and freight to move seamlessly between the two countries. Helsinki is lobbying for digital customs declarations and mutual recognition of AEO certificates to cut red tape. Minister Tavio also met with Finnish SMEs operating in Estonia’s booming ICT sector. Topics ranged from work-permit reciprocity to the newly launched EU Blue-Card fast-track lane, which both countries have committed to implement by early 2027. Companies stressed the need for smoother family-reunification rules to attract senior talent willing to rotate between Helsinki and Tallinn. During the visit, the ministers agreed to examine a pilot programme for dual-city employment visas that would let knowledge workers split their time more flexibly across the Gulf of Finland. A joint task force will present recommendations by December. The trip underscores Finland’s strategy of deepening economic integration with its Baltic neighbour, leveraging digitalisation and sustainable transport to enhance regional competitiveness.
