Ireland’s stint at the helm of the rotating EU Presidency shifted into high gear this weekend as finance ministers from all 27 member states gathered in Dublin Castle for an informal ECOFIN council from 17–19 September. An Garda Síochána has launched an extensive security operation that includes full closures of Castle Street and Ship Street, intermittent rolling road blocks between Ballsbridge and the city centre, and temporary drone-exclusion zones enforced by the Irish Aviation Authority’s new U-space detection network. Delegations are arriving and departing through Dublin Airport at peak commuter times, so travellers have been warned to factor in up to 45 minutes of extra journey time when moving between the airport and city hotels. While the airport itself remains fully operational, taxi ranks and coach bays are subject to Garda marshals who may temporarily halt loading when ministers’ convoys pass. Within the city, business districts around Merrion Road, St Stephen’s Green and the Docklands are experiencing sporadic traffic freezes lasting 10–15 minutes. Employers have been advised to allow staff to work remotely or stagger hours where possible. The Luas Green Line continues to operate but may be held at Dawson and Charlemont stations while motorcades cross. Couriers report that same-day deliveries into Dublin 2 and Dublin 4 are routinely missing cut-off windows. Air-space users are also affected. Temporary Restricted Areas (TRAs) prohibit drone flights within 4 km of Dublin Castle, the Guinness Storehouse and the Central Bank campus until 21:00 on 19 September. Commercial operators must reroute construction-site surveys and media-filming plans or risk prosecution under the IAA Act 2022. The meeting agenda—ranging from digital-euro progress to fiscal-rule reform—may shape future tax and investment climates, but for mobility managers the immediate concern is minimising disruption to incoming assignees, board visitors and cargo.
