Belgium—host of the meeting and home to major EU institutions—has particular interest: Brussels Airport’s recent three-hour passport queues and the ongoing Charleroi strike have reignited debate over border-management capacity ahead of EES go-live. Diplomats said that several member states, including Belgium, France and Germany, are seeking contingency flexibilities in the first months of EES operation to avoid bottlenecks at airports and seaports. The Belgian delegation underlined the need for “realistic transition timelines” and called for an EU-wide communication campaign so that business travellers and expatriates understand new biometric requirements. For global-mobility professionals, the GAC discussions are an early indicator of policy tweaks that could directly affect travel-compliance workflows. Possible outcomes at the October summit include staggered EES activation dates, an extension of manual-stamping derogations, or additional funding for automated border-control e-gates—measures that would shape arrival processes at Belgian ports of entry in 2027. Stakeholders should track the 13 October follow-up GAC and the final European Council conclusions. Any decision to delay or soften EES obligations would buy valuable time for HR and travel teams to update traveller-communication materials, adapt HRIS data-capture fields and renegotiate service-level agreements with immigration vendors.
