Ireland assumed the rotating Presidency of the Council of the European Union on 1 July, but today’s start of a dense programme of working-party meetings has immediate consequences for travellers. A notice issued by Transport for Ireland (TFI) on 23 September lists more than 50 high-level events between now and year-end and warns of ‘traffic diversions and public-transport delays’ at key hubs including Dublin, Cork, Shannon and several regional airports. The first wave of gatherings—Humanitarian Aid and Outermost Regions working parties—takes place this week in Dublin and Monaghan, with Energy and Health ministers arriving next. To facilitate convoys and security zones, Gardaí will impose rolling road closures around Dublin Castle, Government Buildings and routes to major hotels. Dublin Airport’s Border Management Unit has activated extra inspection desks, while Shannon Airport has re-opened its dedicated ministerial channel, last used during the Biden visit in 2025. For mobility managers the headline risk is schedule volatility. EU delegations typically travel with last-minute manifests, triggering bursts of VIP coach and taxi demand and stretching airport kerb-side capacity. TFI recommends that business travellers build at least 90 minutes of buffer time into inter-city journeys and monitor the TFI Live App for real-time diversions. Companies running commuter shuttles should prepare alternate pick-up points south of the Liffey when security cordons tighten around Dublin 2. Accommodation supply is also tightening. Hotels within the ‘green zone’ around Dublin Castle report occupancy above 95 % for most Presidency weeks, and several have blocked corporate rates until November. Relocation specialists are already shifting short-term assignees to suburbs such as Sandyford and Maynooth and laying on dedicated bus services. On the upside, the National Transport Authority is trialling a digital ‑pass solution that allows conference delegates to preload Leap cards with free public-transport credit—a pilot that could become a legacy benefit for tourists and mobile workers after the Presidency concludes on 31 December.
