Dublin protest mounts pressure on Senators over plan to extend citizenship residency to eight years

Around 600 migrants and Irish allies gathered outside Leinster House at lunchtime on 24 September to oppose Government proposals that would raise the standard residency period for naturalisation from five to eight years. The demonstration—organised under the social-media banner #keepitfive—coincided with a Seanad debate on the Irish Nationality and Citizenship (Amendment) Bill 2026 taking place inside the chamber. Protesters argued that the retrospective element of the draft law would "move the goalposts" for thousands already counting down the existing five-year requirement. Representatives from Migrant Rights Centre Ireland and the Immigrant Council warned that lengthening the pathway could discourage high-skilled workers from settling permanently and would erect additional barriers to family reunification. Two TDs, Labour’s Ivana Bacik and People Before Profit’s Paul Murphy, addressed the crowd, pledging to introduce amendments in the Dáil if the Seanad passes the bill unaltered. Employers’ lobby IBEC has likewise called for an economic-impact assessment, noting that citizenship prospects are a significant draw for multinational recruits weighing EU destinations. Inside the upper house, Minister for Justice Jim O’Callaghan insisted the change would "strengthen the integrity of Irish nationality" but hinted at potential carve-outs for residents who have made "significant contributions" in key sectors. The bill’s committee stage is scheduled for early October. For global-mobility managers, the proposal would extend the timeline before international assignees can access the flexibility of an Irish passport. Companies may need to revisit long-term incentive schemes that hinge on eventual citizenship to secure talent retention.
