Finland launches nationwide “LVV26” exercise to rehearse mass population movement

Finland’s authorities have begun a large-scale civil preparedness drill, nick-named “LVV26”, that will run from 29 September to 1 October 2026. Coordinated by the National Emergency Supply Agency and the Ministry of the Interior, the three-day exercise brings together municipal officials, regional rescue departments, the Border Guard, Defence Forces, transport operators and private logistics companies to practise moving tens of thousands of people around the country on short notice. Although Finland has conducted table-top crisis scenarios for years, LVV26 is the first full-scale field rehearsal since the country joined NATO in 2023. The scenario assumes simultaneous wild-fire evacuations in Lapland and a hybrid security incident on the eastern border, requiring rapid redistribution of civilian populations and critical workers. Passenger rail operators VR and OnniBus have temporarily re-routed services, and Fintraffic has issued priority slots for chartered evacuation trains. The Transport Infrastructure Agency is testing how its new real-time traffic management platform shares data with municipal command centres. For companies, the drill means periodic road closures on highways E75 and E18 and intermittent mobile-network congestion where authorities are testing cell-broadcast alerts. Employers with time-sensitive supply chains—particularly in the forestry and semiconductor sectors—have been advised to schedule shipments outside peak exercise windows. Finnish Customs has said commercial freight will be waved through with minimal inspection during the drill to avoid bottlenecks at ports and border crossings. Officials emphasise that no real population movements are taking place, but mock passengers are being tracked to evaluate shelter capacity, fuel logistics and information flows. After-action reports will feed into a legislative package due in Parliament this winter that could give the government broader powers to requisition private coaches, hotels and data networks in a declared emergency. The exercise is also being closely watched by other Nordic countries. Sweden and Norway have sent observers, while the EU Civil Protection Mechanism will use LVV26 data to refine cross-border evacuation templates. With climate-driven hazards and geopolitical tension both rising, Finland’s approach offers a playbook for how small, open economies can protect both residents and international business continuity when mobility is suddenly disrupted.
