
The Superior Electoral Court (TSE) reminded citizens on 4 October that Brazilians residing or travelling abroad can file their election-day absence online through the official e-Título mobile application or the court’s Autoatendimento Eleitoral portal. The guidance, published hours after polls opened, details that voters have up to 60 days after each round—or 30 days after re-entering Brazil—to submit the justification along with evidence such as flight tickets or passport stamps. Failure to vote or justify triggers a fine and can block access to essential documents like the electoral-clearance certificate required for passport issuance, public-sector jobs and university enrolment. The alert is particularly pertinent to roughly 919,000 Brazilian expatriates registered to vote overseas and to business travellers who are still domiciled in Brazil but are on temporary assignment. The e-Título app, launched nationwide in 2018, has evolved into a one-stop portal for checking polling locations, printing QR-code voter receipts and now managing justifications. Multinational HR departments should circulate the deadlines to assignees to avoid administrative headaches that could, for instance, delay a work-permit renewal dependent on a valid Brazilian passport. Corporate mobility programmes may also want to schedule reminder emails 55 days after each round, giving employees a final window to complete the process before fines escalate. The TSE emphasises that each election round counts separately, meaning two separate justifications may be required if both rounds are missed.
