Immigration, Refugees and Citizenship Canada (IRCC) is giving its asylum system its first major digital overhaul in a decade. In an update posted 1 October and amplified on 7 October, the department confirmed that the existing IRCC Portal used for inland and border refugee claims will be replaced at precisely 11:59 p.m. ET on 2 November 2026. From 3 November onward, all new claims will be started and submitted in the redesigned portal. Although the change looks technical, it carries real-world implications for claimants, settlement agencies and corporate mobility teams that occasionally need to file protection claims for employees on assignment in Canada. Claims already submitted before the cut-over will continue to move forward without extra steps. In-progress drafts, however, will be forced to answer brand-new eligibility and background questions once the system reopens—effectively adding work and, potentially, days to the filing timeline. Pending border claims that have not yet been linked to an online account will also have to be re-linked and re-validated. The portal revamp is one of the first pieces of Bill C-12—Canada’s Strengthening Immigration System and Borders Act—to be implemented. That legislation, which received Royal Assent on 26 March 2026, gives IRCC and the Canada Border Services Agency (CBSA) new authority to share biometric and security data and to refuse or withdraw eligibility for claims that fall outside strict filing windows. Draft regulations released on 19 June fleshed out service standards and electronic-filing rules; the new portal is the operational side of that blueprint. For employers, timing is key. Foreign nationals whose assignments or employment conditions change suddenly may need to lodge protection claims quickly. HR teams should note the 2 November deadline and encourage potentially affected assignees to submit before that date or be prepared for extra portal work after launch. Lawyers recommend keeping PDF back-ups of all answers in the current portal in case data migration hiccups occur. In the bigger picture, Ottawa is betting on technology to shorten processing times that now average 24 months from claim to first-instance decision. Whether the revamped portal alone can deliver those efficiencies—or simply shifts the bottleneck downstream to the Immigration and Refugee Board—will be the metric to watch through 2027.
