Dublin city centre is spending 48 hours under an intensive security operation as Ireland hosts the informal meeting of EU Development Ministers on 8–9 October 2026. An Garda Síochána has erected rolling road-blocks around Dublin Castle, Castle Street and the nearby Radisson Blu Royal Hotel, while the Irish Aviation Authority (IAA) has activated Temporary Restricted Airspace (TRA) over the venue and parts of Dublin Airport. Although Dublin Airport remains fully open, business travellers are being warned to leave extra time for security escorts that will accompany dozens of EU delegations between the airport and the city. Similar Garda traffic plans were used during Ireland’s 2013 Presidency, but this is the first major EU gathering since the drone-related air-security regulations came into force in 2025. The IAA confirmed that all drones are banned within the designated UAS zones and that real-time detection technology will be used; unauthorised flights face prosecution under the Air Navigation Act. For mobility managers the main impact is logistical rather than legal: most airlines are operating normally, but airport coach services and app-based chauffeurs have been asked to use alternative routes. Employers relocating staff this week should check hotel bookings, as the Cour des Comptes delegation alone has block-booked more than 250 rooms in the capital’s south-city area. Beyond the two-day event, several of the roads around Dublin Castle will remain closed until 31 December 2026 to create a pedestrianised security cordon for a programme of EU Presidency events. Companies with offices in the district should update travel policies accordingly and brief visitors on where taxi drop-offs are permitted. The Presidency meeting is also a live test of the new cross-agency command structure between Gardaí, the IAA and Transport Infrastructure Ireland. Early feedback from transport providers suggests that real-time information sharing has improved since the 2024 Ryder Cup operation, limiting knock-on disruption to a few minutes per route.
