In a short notice posted on 8 October 2026, Immigration Service Delivery (ISD) announced that the Burgh Quay Registration Office in Dublin will be closed on Wednesday, 14 October. The agency gave no reason for the closure, but past one-day shutdowns have been linked to IT upgrades and mandatory staff training linked to the rollout of biometric residence permits. The office is the sole in-person registration centre for non-EEA residents living in the Dublin metropolitan area. On busy days it processes more than 1 800 appointments for first-time Garda National Immigration Bureau (GNIB) cards and for renewals of critical permits such as Stamp 1 and Stamp 4. A full-day closure therefore risks pushing several thousand customers into an already congested appointment calendar. ISD says those with existing slots on 14 October will receive automatic rescheduling notices and urges anyone with urgent travel plans to use the Customer Service Portal to request an earlier appointment. Employers should alert foreign staff whose permission is expiring in the next four weeks to check their booking status and, where possible, file online renewal applications to avoid falling out of permission during the gap. For companies onboarding new hires, the main impact will be a brief delay in employees receiving physical Irish Residence Permit (IRP) cards—documents required for PPS number allocation, bank-account opening and, in some cases, site-access security clearance. HR teams are advised to build a one-week buffer into start-dates and consider flexible working arrangements while staff await rescheduled appointments. The notice is also a reminder that Ireland’s registration infrastructure remains centralised and vulnerable to single-point disruptions. Business lobby groups have repeatedly called for satellite GNIB desks in Cork, Galway and Limerick to take pressure off Burgh Quay—a proposal the Department of Justice says is under “active review” for 2027 budget planning.
