Cemaden raises ‘high’ flood risk for Uruguaiana border; cross-border trucking and bus services on watch
In an update published at 03:12 a.m. on 12 October, the National Centre for Monitoring and Early Warning of Natural Disasters (Cemaden) upgraded the hydrological risk level in the Uruguaiana micro-region of western Rio Grande do Sul to ‘Alta’. The alert cites a new surge on the upper Uruguay River that could push water levels back above flood stage within 24–36 hours. Uruguaiana sits on Brazil’s busiest land freight gateway to Argentina and is a critical node for agro-industrial exports. The early-morning bulletin warns that additional inundations may affect both the principal channel and tributary streams, potentially forcing temporary closures of BR-290 and BR-472. Long-distance coach firms and private shuttle operators serving the Paso de los Libres corridor have started contingency routing via São Borja, adding at least 90 minutes to the journey and increasing fuel costs. Trucking companies specialising in just-in-time beef and poultry exports are pre-positioning reefers on the Brazilian side to absorb schedule slippage. Cemaden’s hydro-meteorologists also list a ‘moderate’ flood probability for the Porto Alegre, Passo Fundo and Caxias do Sul regions, as well as geotechnical slide risks in parts of Santa Catarina and Paraná. With grain harvest logistics already strained by earlier weather events, agribusiness associations fear that any prolonged closure of the border could disrupt export-bound rail slots at the Port of Rio Grande later in the week. For mobility planners, the notice underscores the importance of maintaining flexible ground-transport contracts and of mapping alternative customs posts in advance. Human-resources departments with expatriates stationed in the tri-border area are reminding employees to register travel plans in the corporate security platform so that satellite messaging can be enabled if cellular networks go down during flooding. Local authorities have opened temporary shelters and advise residents and travellers alike to avoid flood-prone routes after nightfall. Cemaden said it will issue an updated situational report at 18:00 BRT or earlier if conditions worsen.
