Alberta Schedules 19 October Referendum Featuring Four Immigration-Related Questions
Voters in Alberta will head to the polls on 19 October 2026 to answer ten referendum questions, four of which would give the province a popular mandate to seek greater control over immigration selection, benefits eligibility and service fees for newcomers. Elections Alberta published the final ballot wording on 12 October. The first question asks whether Alberta should negotiate with Ottawa to reduce overall immigration to “sustainable” levels while prioritising economic migrants and giving Albertans first crack at new jobs. Subsequent questions propose limiting access to provincial health and education to those with approved status, imposing newcomer fees for public services and introducing a 12-month residency requirement for non-permanent residents to qualify for social support. Although the referendum is advisory, Premier Danielle Smith has pledged to respect the outcome. Constitutional lawyers note that immigration selection is shared federal-provincial jurisdiction; Alberta already nominates candidates through the Alberta Advantage Immigration Program, but any new powers would require federal agreement or legislative change. Business groups warn the questions could create uncertainty for employers who rely on inter-provincial transfers and international hires. A “yes” vote could trigger protracted negotiations with Ottawa or, at minimum, signal to federal officials that Alberta wants a larger share of provincial nominee allocations. Advance voting opens 13 October. Employers with large workforces in Alberta should brief foreign employees on eligibility and potential policy impacts, while mobility teams may wish to fast-track applications before any regulatory chill sets in.
