Finland Amends Aliens Act to Accelerate Growth-Entrepreneur Residence Permit Renewals
Finland’s Statute 912/2026, published in the Statute Book on 20 October 2026, contains a seemingly small but highly significant amendment to the Aliens Act. From now on, the public innovation agency Business Finland must issue its opinion on all growth-entrepreneur residence-permit extension (“kasvuyrittäjän jatkolupa”) applications within one month of receiving a request from the Finnish Immigration Service (Migri). Previously, no statutory deadline existed, and in practice the opinion stage could stall an otherwise routine renewal for several weeks or even months. The growth-entrepreneur permit, first introduced in 2018, is Finland’s flagship immigration route for founders whose business model targets rapid international scaling. By anchoring the timetable for Business Finland’s market-viability assessment, lawmakers hope to align immigration processing with the fast-track timelines already in place for specialist employees, where decisions are routinely issued in 14 days. The change forms part of the government’s wider objective of doubling the number of scale-ups headquartered in Finland by 2030. Corporate mobility managers will welcome the predictability the new deadline brings. Start-ups routinely sync fundraising rounds, board meetings and key hires to the founder’s immigration timeline; a delayed extension can freeze investment or force founders into costly “visa runs”. Under the revised law, Migri can still refuse extensions if financial or compliance red flags emerge, but it can no longer be left waiting indefinitely for a third-party opinion. For foreign founders already in Finland, the practical advice is clear: file the renewal dossier early but expect a faster turnaround. Employers sponsoring entrepreneurial talent should adjust internal calendars and budgeting, as Business Finland’s opinion will now arrive—positively or negatively—within 30 days, enabling swifter contingency planning. Applicants should also ensure their business metrics and growth projections are presentation-ready; the shortened window leaves little time to answer follow-up queries. Looking ahead, immigration lawyers anticipate that the one-month rule may become the benchmark for other third-party statements embedded in the Aliens Act, such as trade-union consultations for labour permits. If that happens, Finland’s residence-permit ecosystem could move decisively toward hard statutory service-level agreements, giving companies and investors a clearer runway for expansion.
