Finland’s national innovation fund Sitra and state-owned consultancy Motiva on Monday, 19 October, published the results of the largest public dialogue ever held on work-based immigration. The month-long online Voxit forum drew 12,075 participants, who cast more than 750,000 votes on 156 statements ranging from language requirements to safeguards against labour exploitation. While respondents agreed overwhelmingly that foreign talent must not be used as cheap labour, views diverged on how aggressively Finland should compete for international skills. One cluster prioritised tight quotas, rigorous monitoring and Finnish-language proficiency; the other favoured stronger integration support and saw multicultural workplaces as an economic asset. The findings land just weeks before Parliament resumes debate on a bill (HE 216/2026) that would split the start-up residence-permit process into two stages and introduce mandatory integration criteria for permanent status. According to the Ministry of Economic Affairs and Employment, the crowd-sourced data will inform regulatory impact assessments and could shape amendments during committee work. For employers the report is a preview of political red lines. Proposals that enjoyed cross-camp support—such as faster permit processing and tougher penalties for abusive recruiters—stand a good chance of being written into law. Companies that rely on foreign specialists are advised to prepare for heightened compliance checks, but also to highlight best-practice integration models when lobbying MPs. The government will combine the Voxit material with 70 regional citizens’ dialogues and a 60-member citizens’ assembly convening in November. A consolidated set of recommendations is due in spring 2027 and is expected to feed directly into the next update of the Aliens Act and the National Talent Attraction Programme.
