Hong Kong’s Immigration Department concluded a three-day territory-wide enforcement operation on 10 March, arresting 20 individuals—including 11 foreign domestic helpers—for allegedly engaging in unauthorised work such as beauty services and massage therapy. Officers raided 19 sites ranging from hotels to care-homes, detaining 14 suspected illegal workers or overstayers and six locals accused of employing them. Most of the arrested helpers were Indonesian or Filipino nationals aged 28–50. One former helper had overstayed her visa, and another arrestee was in Hong Kong on a visitor permit. Employers now face prosecution under the Immigration Ordinance, which carries a maximum penalty of a HK$500,000 fine and ten years’ imprisonment. Immigration officials said the operation aimed to “uphold job market order” and deter abuse of domestic-helper visas, which explicitly prohibit freelance work outside the household. For global-mobility and HR teams that hire foreign domestic workers for executive families, the message is clear: work-scope compliance will be policed aggressively. Agencies are recommending that expatriates reinforce with helpers the prohibition on outside work and retain clear records of contractual duties. Violations can jeopardise both the worker’s future visa renewals and the employer’s ability to sponsor replacements. The crackdown also sheds light on a grey labour economy where helpers seek side-gigs to offset rising living costs. NGOs argue that restrictive live-in rules and static minimum allowable wage levels contribute to moonlighting. While policy reform is unlikely in the short term, the Immigration Department’s enforcement stance signals that companies should expect more unannounced inspections at commercial premises employing casual staff.
