The decree fully integrates residency applications into the Portal Migrante platform, allowing most foreign nationals to obtain pre-approval online before arriving in Brazil. Key innovations include: (1) a ‘Pre-Approval Digital Pathway’ that removes the need for consular visits for low-risk nationalities; (2) consolidated family-reunification applications, reducing duplicate paperwork; and (3) stricter “continuous economic activity” tests for investor visas, replacing the previous one-off capital-injection rule. Digital-nomad applicants benefit from broader proof-of-income options – a welcome tweak for freelancers with multiple global clients. Investors, however, must now demonstrate that their funds generate jobs or revenue, aligning Brazil with OECD best practice on investment migration. For HR and global-mobility teams, the decree shortens end-to-end processing from an average of 120 days to as little as 60 and shifts much of the cost burden to the post-arrival phase (biometrics and CRNM issuance).
