More than 230 delegates from 70 organisations converged on Hong Kong from 16 to 18 June for the inaugural International Symposium on Emergency Response and Aeromedical Services (ISERAS). The Government Flying Service (GFS) used the event—reported on 21 June—to sign multiple cooperation agreements with mainland China’s Rescue and Salvage Bureau and emergency-aviation units from Australia, Indonesia, Singapore and Thailand.

Over three days, participants staged live-hoist drills over Victoria Harbour, toured the new Kai Tak emergency-helicopter base and shared best practice on rapid patient transfer during climate-driven disasters.

GFS Controller Captain Eddie Liu said the goal is a common protocol that lets medevac crews cross the Hong Kong Flight Information Region within minutes of activation—crucial for cruise-ship rescues in the South China Sea and for expatriate workers injured on GBA construction sites. For mobility and security managers, the agreements mean corporates can expect faster clearance of air ambulances carrying insured employees.

Insurers AIG and AXA, both of which attended the symposium, said they would update policy wordings to reflect shorter lead times for international evacuations via Hong Kong. At the same time, Hong Kong International Airport’s Aviation Security Company confirmed it will integrate GFS alert codes into the airport collaborative decision-making (A-CDM) platform by September, allowing commercial flights to be reprioritised when life-critical sorties are inbound.

The summit also highlighted immigration-related pain points. Several speakers urged Hong Kong to extend its current 14-day entry waiver for foreign medics to 30 days, matching Singapore’s arrangements, to facilitate complex repatriations. The Security Bureau said it is “actively studying” the proposal and will consult the Immigration Department this summer.

ISERAS is expected to become a biennial fixture, with Shenzhen bidding to co-host the 2028 edition—a move that would further integrate cross-border emergency-response ecosystems across the GBA.
