Munich seminar positions Hong Kong as ‘super-connector’ for German firms, promising easier talent and capital flows
At a business seminar in Munich on 21 June, Indiana Wong, Director of the Hong Kong Economic & Trade Office (HKETO) in Berlin, told an audience of German executives that the city remains “safe, stable and secure” despite global fragmentation, and highlighted new mobility-friendly programmes that lower the cost of setting up regional headquarters in the SAR. Wong emphasised that Hong Kong’s Top Talent Pass Scheme, Quality Migrant Admission Scheme and fast-track TechTAS quota are open to German engineers, fintech specialists and Mittelstand managers. Since January, approved applicants receive electronic entry visas within five working days and can complete compulsory ID-card formalities at the Airport Extension Office on arrival, eliminating a second trip to Immigration Tower downtown. German corporations attending—ranging from renewable-energy installers to logistics software providers—said the streamlined procedures rival Singapore’s ONE Pass and Dubai’s Green Visa.

The seminar, co-organised by Invest Hong Kong and the Hong Kong Trade Development Council, also spotlighted the forthcoming “seamless clearance” pilot at Hong Kong-Zhuhai-Macao Bridge on 25 June and the July launch of a joint e-Visa channel with Guangdong authorities for multi-entry business travellers. For German firms operating factories in the Pearl River Delta, this means key staff can live in Hong Kong while supervising plants in Dongguan or Zhongshan without lengthy checkpoint queues. Panelists noted that geopolitical tensions are driving European companies to diversify Asian operations. Hong Kong’s common-law system, robust IP protection and growing double-tax treaty network (now 46 jurisdictions after the March signing with Luxembourg) make it an attractive mobility hub. Speakers from Siemens Smart Infrastructure and BASF explained how relocating regional procurement teams to the SAR cut average visa-processing times for accompanying family members from eight to four weeks and unlocked access to Hong Kong’s international schooling system. For mobility managers, key takeaways included: pre-book arrival-card slots for new hires via the Immigration Department’s digital scheduler; tap the recently enhanced Supplementary Labour Scheme for short-term technicians; and monitor the June 25 roll-out of digital Exit-Entry Permits for cross-boundary drivers, which will slash courier fees for permit renewals. German chambers called the city “Asia’s most efficient jump-off point”, reinforcing its role in corporate expatriate strategy.
