Leaders of Mercosul meet today in Asunción, Paraguay, for the bloc’s 68th Summit, and Brazil arrives with a concrete deliverable that will immediately simplify regional mobility: the signing of a protocol that recognises the country’s new Carteira de Identidade Nacional (CIN) as a valid travel document across all member and associated states. The measure means that, once internal procedures are completed, Brazilians will be able to cross borders in Argentina, Bolivia, Paraguay, Uruguay and the associated countries carrying only the updated smart-ID card instead of a passport or the old paper identity card.

For corporate mobility managers, the change could cut travel times at busy land crossings such as Foz do Iguaçu–Ciudad del Este and streamline short-haul business trips between São Paulo and Buenos Aires. Airlines operating fifth-freedom routes within the bloc also expect savings, as simplified document checks reduce ground-handling costs. The measure dovetails with Brazil’s plan to roll out facial-recognition e-gates at Guarulhos and Galeão by early 2027, further integrating physical and digital identity management. In parallel, presidents will sign a memorandum on mutual recognition of electronic authentication systems—effectively linking Brazil’s gov.br credentials to Paraguay’s “Identidad Digital” and Argentina’s “Mi Argentina”. Once implemented, HR departments will be able to use a single credential to validate cross-border remote workers and sign electronic contracts, removing a cumbersome paper-apostille step. The agreement still needs to be ratified by each legislature and will enter into force 30 days after the last notification. The Brazilian government estimates the CIN will be accepted at Mercosul checkpoints from the 2026/27 summer holiday season, just as travel rebounds to record levels.
