Government launches e-OCI card and FCRA 2.0 portal, ending booklet re-issuance for millions of overseas Indians
Union Home Minister Amit Shah on 30 June unveiled a fully-digital Overseas Citizen of India (e-OCI) card alongside a revamped FCRA 2.0 compliance portal. The move eliminates the age-20 passport-renewal booklet re-issuance requirement and allows the entire OCI application, approval and download process to be completed online.

Whether you are applying for an OCI card for the first time or converting an old booklet into the new digital format, VisaHQ can simplify each step. Through its India services hub (https://www.visahq.com/india/), the platform offers guided form filling, document pickup, DigiLocker integration and real-time tracking—making the transition to e-OCI quick and error-free for both individuals and corporate mobility teams.

More than five million OCI holders—many of whom occupy senior roles in multinational companies—previously had to courier passports and physical booklets to Indian missions for every document change, often disrupting travel plans. Under the new system, card numbers remain permanent and can simply be updated online when a new passport is issued, with real-time authentication available to immigration officers worldwide. For corporates, the e-OCI is expected to cut assignment lead times and reduce the risk of employees being stuck abroad with mismatched documents. Mobility managers should incorporate the change into travel-readiness checklists and advise staff to create DigiLocker accounts for secure storage of the digital card. The Home Ministry also confirmed that e-OCI data will be linked to the Fast-Track Immigration-Trusted Traveller Programme, potentially giving card-holders access to automated e-gates at major Indian airports later this year. Launched in parallel, the cloud-based FCRA 2.0 portal introduces Aadhaar e-sign, OCR document analysis and an integrated dashboard to monitor statutory filings by NGOs and companies receiving foreign donations. While primarily a governance tool, its single-sign-on framework shares architecture with the new OCI backend, signalling India’s broader push toward interoperable digital identity. Existing OCI booklet holders can migrate to the digital format with no additional fee until 31 December 2027. Indian missions abroad will continue to print physical cards on request, but officials indicated that paper versions may be phased out once global airlines and border agencies recognise the QR-coded e-OCI as an acceptable secondary ID.
