Speaking at the inaugural Human Resource Mobility Forum in New Delhi on 30 June 2026, External Affairs Minister Dr S. Jaishankar revealed that India now has 28 migration and mobility partnership agreements with 26 countries, with several more under negotiation. These bilateral pacts create structured pathways for skilled professionals, students and blue-collar workers, covering mutual recognition of qualifications, social-security portability and dispute-resolution mechanisms. Key partners range from traditional destinations like the UK, Germany and Japan to newer labour-hungry markets such as Portugal, Finland and Israel. Under the India–Finland agreement signed in April, for instance, Finnish employers can recruit Indian ICT specialists on fast-tracked 10-day visa processing, while returnees receive tax credits in India for pension contributions made abroad.
