Although headline eligibility criteria are unchanged, a number of technical amendments have compliance implications for employers and education providers.

Sponsors of Skilled Worker, Scale-up and Student migrants must ensure that any test results issued after 1 July are from the revised provider list or risk refusals and sponsor-rating downgrades. The refreshed text also cross-links to Finance Appendix requirements, reinforcing that applicants relying on third-party funding must demonstrate a genuine personal or professional relationship with the financial sponsor. Caseworkers have been told to refuse applications where supporting bank letters do not explicitly name the applicant and confirm the availability of funds. Global mobility managers should circulate the new rules to in-house recruitment teams and external immigration advisers. While the tweaks are largely procedural, overlooking them could delay onboarding or damage sponsor compliance records ahead of audits—particularly for visitors undertaking client-facing activities that blur the line between business and work.
