According to the Examination Service of the Ministry of Education, the test—officially called the “Certification of Adequate Knowledge of Basic Elements of Modern Political and Social Reality of Cyprus”—is a legal prerequisite for two key migration pathways: (1) the five-year Long-Term Resident status under EU Directive 2003/109/EC and (2) naturalisation through citizenship by years-of-residence. The exam is offered three times a year, with the 4 July sitting added to meet unprecedented demand from the growing pool of skilled non-EU workers and family members who reached the five-year threshold this summer. The syllabus spans the structure of government, constitutional safeguards for the Greek- and Turkish-Cypriot communities, recent milestones such as Cyprus’ 2004 EU accession, and practical everyday matters including labour-rights enforcement and recycling rules. Successful candidates receive a certificate valid for five years, which must accompany their residence-status or naturalisation dossier when it is lodged with the Civil Registry and Migration Department. Law firms specialising in business immigration told Cyprus Mail that pass rates have stabilised around 82 per cent since the test was modernised in 2025. “Most assignees who have been working here for several years sail through, but newcomers sometimes underestimate the level of detail,” said Maria Antoniou, a partner at Limassol-based KAN Advocates. To improve outcomes, the ministry now publishes an official study guide in English, Russian, Arabic and Sinhala, reflecting the main TCN communities on the island.
