Launched on 3 July 2026, the “Free Flow International-to-International Transit” program automates data-sharing between airlines, CBSA, and U.S. Customs and Border Protection (CBP).

CBSA says it will monitor compliance with real-time API/PNR data and may revoke privileges for airlines that fail to transmit complete manifests. Meanwhile, U.S. CBP plans to use the additional data feeds to refine risk-scoring for secondary inspections in the pre-clearance zone, signaling ever deeper integration of the two countries’ border systems.
