International graduates working in Manitoba have been granted an eleventh-hour lifeline: Ottawa will roll forward 2,700 Post-Graduation Work Permits (PGWPs) that were set to expire this year, giving the province until 31 December 2027 to clear a backlog of Provincial Nominee Program (PNP) files. The extension, first reported by the Winnipeg Free Press on 7 July 2026, answers a direct request from Manitoba Immigration Minister Malaya Marcelino, who warned that thousands of skilled workers risked falling out of status before their PNP nominations could be finalised. Liberal MP Terry Duguid said the move “provides stability for employers from Brandon to Neepawa who simply can’t afford to lose trained staff.” Manitoba’s nominee allocations were cut in 2024 and only partially restored for 2026, leaving a “huge backlog” of applications from former international students who have already settled—many have bought homes and started families. Extending their work permits keeps them working legally and prevents costly turnover for manufacturers, agri-food processors and health-care facilities that rely on their labour. The deal comes with strings: provincial officials must accelerate nomination decisions and report quarterly progress to IRCC. Business groups such as the Manitoba Chambers of Commerce have welcomed the compromise but continue to lobby for higher federal nomination caps in the 2027 Levels Plan. Employers with PGWP holders should confirm new permit expiry dates once IRCC issues updated documents and begin permanent-residence compliance planning immediately to avoid a repeat cliff in 2027.
