United-Nations Secretary-General António Guterres used his latest report on UNFICYP, released to the Security Council on 12 July, to sound the alarm over what he called “fragile and deteriorating” conditions in and around the mixed Greek- and Turkish-Cypriot village of Pyla, east of Larnaca. According to the report, Turkish and Turkish-Cypriot police units have gradually pushed deeper into the UN-controlled buffer zone since February, erecting static vehicles, reinforcing observation posts and, on one occasion, detaining a Greek-Cypriot civilian. UNFICYP has responded by boosting patrols and stationing a permanent deployment on the contested plateau, but Guterres acknowledges that the mission’s ability to curb unauthorised activity is limited without cooperation from both sides. The Secretary-General recounts an April flash-point in which Turkish forces massed a 15-vehicle convoy on the northern cease-fire line and over-manned a nearby post with 20 soldiers, prompting UN commanders to scramble additional peacekeepers. The advances come against the backdrop of an unresolved 2023 “mutual understanding” to build a road linking Pyla with the Turkish-Cypriot village of Arsos. That project—intended to improve mobility and trade in the area—has been frozen since November 2023 amid disagreements over security guarantees and jurisdiction.
