Police in Cologne have opened a terrorism investigation, and federal transport minister Volker Wissing described the attack as “a criminal assault on the freedom of movement that underpins our economy”. Security experts note that Germany’s rail network—still heavily dependent on exposed track-side equipment—has become an attractive soft target; a similar sabotage in October 2024 near Berlin halted services nationwide for half a day.
