The UK Department for Transport confirmed that Transport Secretary Heidi Alexander held talks in Brussels on 13 July with EU Commissioner Apostolos Tzitzikostas to minimise disruption when the Schengen Entry/Exit System (EES) is fully enforced this summer. Under the agreement, the Commission will coordinate with French border police and carriers to staff additional booths, while the UK Government will release a further £20 million for infrastructure at Dover, Eurotunnel and Eurostar terminals, bringing the total EES-preparedness spend in Kent to £30.5 million. The EES requires all non-EU travellers to have their passport details, photograph and four fingerprints captured the first time they cross an external Schengen frontier. Although registration will normally happen on French soil, UK sea and rail ports that operate juxtaposed controls must process departing passengers before they board. Industry modelling suggests that the extra 70–90 seconds per car could create tailbacks of up to 15 miles on peak days unless capacity is expanded. Kent Resilience Forum will use the new funding to enlarge holding areas on the A20 and A2, upgrade digital signage and install shade, water and welfare facilities for drivers in the event of border queues. Port of Dover chief executive Doug Bannister called the cash "a pragmatic investment that will pay for itself in reduced congestion, happier tourists and continued freight reliability". For corporate mobility managers the announcement provides welcome clarity. Businesses planning summer assignments or trade-fair travel into the EU should brief staff that first-time EES registration will add time but queues are expected to be shorter than in last year’s dress-rehearsal trials. Companies that move goods by accompanied truck should factor in slightly longer dwell times at Dover but can expect fewer ad-hoc Operation Brock closures of the M20. HR teams should also remind frequent travellers to keep biometric passports valid for at least six months to avoid last-minute delays.
