While the executive order’s cancellation of Hong Kong’s separate customs status remains in force, ending the emergency removes the legal basis for certain visa vetting measures, financial sanctions and heightened export-licence reviews that had complicated US-Hong Kong business travel. Over the past three years, multinational firms reported longer lead times for L-1 intracompany transfer petitions and delays in equipment shipments requiring Commerce Department licences. With the emergency lifted, US consular officers are expected to revert to standard worldwide adjudication times for Hong Kong applicants—typically five to ten business days for B-1/B-2 visitor visas and 15 days for E and L categories. Banks that had restricted dollar clearing services for sanctioned entities may now reassess their compliance posture, potentially easing payroll transfers for expatriates on split-pay packages. The HKSAR Government framed the move as “an important step toward restoring normal economic exchange,” but urged Washington to remove remaining trade restrictions. Business chambers in Hong Kong and on the US West Coast cautiously welcomed the development, noting that the city remains a critical transit hub for US firms operating across the Greater Bay Area supply chain. Employers planning short-term assignments from Hong Kong to the United States should still monitor the Federal Register for rule changes, as some export-control licensing thresholds remain unchanged.
