The heavy downpour flooded sections of major roads, slowed MTR services on open-cut lines, and forced ground handlers at Hong Kong International Airport to suspend ramp operations for 40 minutes. Cathay Pacific, HK Express and Greater Bay Airlines reported knock-on delays of up to two hours on early-morning short-haul departures to Taipei, Fukuoka and Manila, while ferry operators temporarily halted sailings on the Tuen Mun–Macau route due to reduced visibility. The Airport Authority said nine flights were diverted to Macau and Shenzhen during the weather alert. The Red signal, the second-highest in Hong Kong’s three-tier rainstorm system, was downgraded to Amber at 09:58 after the heaviest cells drifted east. Nevertheless, the Observatory warned of further squalls throughout the day, advising the public to stay indoors and employers to implement flexible work arrangements. For businesses moving staff in and out of the city, the incident underscores the vulnerability of Hong Kong’s tightly-scheduled transport network to extreme weather events, which are becoming more frequent under climate change. Human-resources teams should review ‘duty-of-care’ protocols, ensure employees have access to ride-hailing vouchers when rail links are disrupted, and confirm that serviced-apartment leases include force-majeure clauses covering weather-related evacuation. Travellers arriving later this week should build additional buffer time into itineraries, as saturated ground may still trigger localized flooding or slope-closure inspections along airport approach roads.
