Under China’s 2023 Export Control Law, entities on the list are subject to “strict examination” of technology and information flow, a process that often extends to individual employees’ travel histories and device inspections at ports of entry. Multinationals have previously reported week-long processing times and additional document requests for technical secondees. Mobility teams representing EU suppliers to China’s advanced-manufacturing sector should prepare for possible delays in Z-visa issuance or invitation-letter approvals. Advisers recommend lodging applications at least 30 days before the intended arrival date and budgeting for longer customs clearance of work laptops and encrypted storage media. Chinese officials emphasised that normal tourist and family-visit visas for EU nationals remain unaffected. However, business visitors linked to controlled items may be asked to attend interviews outlining the end-use of any technical data they intend to share while in China.
