Shanghai’s municipal government on 24 July released its ‘Plan for Accelerating the Development of the Shanghai International Shipping Center During the 15th Five-Year Plan (2026-2030)’. The blueprint seeks to cement the city’s status as the primary gateway for both sea and air traffic into mainland China, while boosting multimodal links that are critical for corporate relocations and global supply chains. Key targets include lifting annual container throughput at the Port of Shanghai to 58 million TEUs and expanding Pudong International Airport so that combined passenger traffic at Pudong and Hongqiao reaches 150 million by 2030. The fourth-phase Pudong expansion and the new Shanghai East high-speed rail station—dubbed the ‘Oriental Hub’—are slated to open by 2028, promising 45-minute air-rail transfers to the Yangtze River Delta’s major cities. For companies moving goods and people, the plan’s most significant measures are the commitment to ‘smart port’ technologies, a green-fuel bunkering hub, and a distributed data network that will allow real-time customs-to-logistics visibility. Officials also pledged to expand ship and aircraft leasing, shipping insurance and maritime arbitration services—areas that directly impact expatriate-heavy sectors such as offshore energy and project logistics. The initiative dovetails with national efforts to make immigration procedures more friction-free: Shanghai already trialled app-based 24-hour arrival cards for foreigners and supports no-destination cruise excursions that rely on streamlined exit-entry checks. By integrating immigration, customs and port data on a single blockchain-enabled platform, Shanghai hopes to cut average vessel clearance times by 30 % and reduce crew-change turnaround to under six hours. Mobility managers should note that, as the plan rolls out, Pudong’s Terminal 4 construction and the Xiaoyangshan North container terminal could create periodic congestion. Long-range assignment planning should factor in alternate gateways such as Ningbo or Nanjing during peak build phases.
