The Government of Navarra confirmed on 24 July that two airlines have submitted offers to run Public-Service Obligation (PSO) flights linking Pamplona/Noáin airport with Barcelona and Seville. The €5 million, three-year contract aims to restore reliable connectivity for the region’s export-oriented firms after a previous tender failed to attract bidders. Barcelona is crucial as a hub for onward intercontinental connections, while Seville has grown as a business and university corridor. Local chambers of commerce estimate that poor direct links force 500,000 travellers a year to drive to Bilbao or Zaragoza airports, adding cost and carbon. Under the PSO, carriers must guarantee twice-daily frequencies, passenger-friendly schedules, and capped fares. For corporate-travel managers, subsidised routes typically translate into predictable pricing and protected slots during peak seasons. That is particularly valuable for multinationals in Navarra’s automotive and renewables clusters, which depend on quick access to client sites and HQs in Catalonia and Andalusia. The tender board will evaluate proposals over the next fortnight, with services expected to launch in October. Practical tip: Companies with large travel volumes should open dialogue early with the winning carrier to negotiate corporate discounts before seats are released to the general market.
