Grass-roots organisations in Castellón sounded the alarm on 24 July after the draft 2027 budget agreement between PP and Vox introduced a “prioridad nacional” clause for social-assistance programmes. Speaking on Cadena SER, leaders from associations Un Solo Corazón and the Moroccan Association of Castellón said the language may breach Spain’s Equality Law and jeopardise integration projects funded by the region. The clause would give Spanish nationals preferential access to housing subsidies, job-placement schemes and family benefits when resources are limited. Migrant groups argue the measure institutionalises discrimination and could leave thousands without basic support, especially newly regularised families awaiting stable employment. Legal experts note that while EU law allows member states to apply certain residence-length conditions, outright exclusion based on nationality risks infringing Article 14 of the Spanish Constitution. A coalition of NGOs is preparing a constitutional-court challenge if the wording is not removed during parliamentary debate in September. For employers the policy could affect workforce mobility within Valencia, as foreign employees might struggle to secure regional grants linked to relocation or training. HR directors are advised to monitor the legislative process and update relocation packages accordingly. The Valencian government has not commented beyond stating that the clause seeks to ensure “orderly access” to welfare. Opposition parties have tabled amendments to restore equal-treatment language.
