Customs issues new rule automating electronic declaration (e-DBV) clearance for air travellers
On 27 July the National Customs Administration (Coana) published **Portaria 203/2026**, establishing automatic registration and release procedures for the Electronic Declaration of Travellers’ Goods (e-DBV) in the air-transport modality. The e-DBV, Brazil’s digital customs form introduced in 2018, allows passengers to declare valuables, excess purchases or professional equipment online before arrival. Under the new rule, declarations falling within duty-free allowances or containing goods eligible for on-the-spot tax payment will be processed by the system without manual intervention. Only submissions flagged by risk algorithms—for example high-value electronics over allowance or repeated high-value imports by the same passport number—will be routed to a customs officer. The measure aims to **cut airport clearance times ahead of the high-season surge linked to the 2026 FIFA Futsal World Cup**, for which Brazil is host in September. Coana projects a 30 % reduction in average passenger-processing time at São Paulo/Guarulhos and Rio Galeão based on pilots run in June. For corporate mobility teams the portaria offers tangible advantages: expatriates entering with personal laptops, cameras or small toolkits can now clear the ‘green channel’ more predictably, while global-mobility providers should update arrival guides with the new auto-approval thresholds (US $1,000 for accompanied goods, maintained at R$ 1,000 for duty-free shopping). Travellers must still generate the QR-code confirmation before landing; airlines have been instructed to remind passengers during the final in-flight briefing.
