The Trade and Industry Department (TID) issued Strategic Trade Controls Circular 4/2026 on 14 September, inviting airlines, freight forwarders and ground-handling agents to register for the 2027 Air Transhipment Cargo Exemption Scheme for Specified Strategic Commodities. Registered companies enjoy streamlined clearance and are exempt from individual licence applications when moving qualifying goods—such as high-end semiconductors and satellite components—through Hong Kong by air. The scheme is seen as a competitive differentiator for Hong Kong International Airport, whose cargo volumes have rebounded to 4.7 million tonnes year-to-date. By reducing paperwork, TID estimates logistics firms save up to HK $8,000 per shipment in administrative costs and cut transit dwell time by 12 hours. To qualify, applicants must submit documentation proving secure-supply-chain protocols by 30 October 2026; successful registrants receive a Certificate of Exemption valid until 31 December 2027. Customs officers will conduct random audits and can impose fines of up to HK $500,000 or two years’ imprisonment for breaches, underscoring the compliance burden on multinational logistics providers. Although primarily a cargo measure, mobility stakeholders note the indirect benefits for corporate travellers. Electronics and aerospace companies often send engineers alongside sensitive shipments—reduced cargo clearance times translate into shorter layovers and hotel nights. The scheme also dovetails with the planned ‘Smart Airport Logistics Corridor’, which from mid-2027 will allow secure, driverless air-side trucking between HKIA and the Zhuhai logistics park. HR and global-mobility teams should ensure that staff accompanying exempted cargo still hold appropriate business-visitor visas, as the exemption does not confer work rights.
