She hinted at “flexibilities” within the proposed EU Migration Pact that would allow rapid solidarity mechanisms when a single member state faces a sudden influx. The remarks come as Spain negotiates additional Frontex deployments and emergency AMIF (Asylum, Migration and Integration Fund) disbursements. Brussels has already dispatched 150 border-guard officers and two surveillance drones, but Interior Minister Fernando Grande-Marlaska says at least 300 more are needed to secure the eight-kilometre land fence and surrounding coastline. Von der Leyen’s statement is politically significant: several north-eastern EU states have been reluctant to endorse binding relocation quotas, and Italy’s ongoing Schengen suspension underscores diverging national responses to the Ceuta episode. By publicly siding with Spain, the Commission is putting pressure on hesitant capitals to back faster asylum screening and burden-sharing. For employers, the promise of EU funds could accelerate infrastructure upgrades at Ceuta’s port and land crossings, facilitating the movement of goods and cross-border workers once the crisis subsides. Companies should, however, brace for tighter carrier-liability rules as Brussels reviews maritime-rescue obligations in the Strait of Gibraltar.
